An Economic Evaluation of Anti-Drug Policies
The overall objective is to provide an academic and independent evaluation of the anti-drug policies implemented under Plan Colombia during the last 8 to 10 years. To gain a better understanding of the drug market mechanisms and of the reasons for Plan Colombia's failure, CEDE proposes to undertake research in two stages. First, a theoretical model of the war against illegal drug producers and traffickers and simulation exercises based on the data concerning Plan Colombia will be constructed.
Second, an analysis will be made as to how anti-drug policies implemented in producer countries interact with the policies implemented in consumer countries, evaluate the cost-effectiveness of anti-drug policies in producer countries and estimate the relative effectiveness of enforcement policies vis-à-vis prevention policies. The aim of this publication is to bring the results from the studies to the policymakers in charge of shaping anti-drug policies in producer and consumer countries.
