Blue Ribbon Commission

This project aims at convening an Independent Latin American Commission on Drugs and Democracy, chaired by three former presidents from the region: Fernando Henrique Cardoso, Cesar Gaviria and Ernesto Zedillo.

It is expected to evaluate the impact of the current policies on drugs in terms of public health, public safety, legal and social issues, to explore alternatives, to identify weaknesses, obstacles and ways of tackling them, draw attention to best practices and innovative proposals, and make policy recommendations to national governments, civil society and the international community. The initial results should have an impact on the UN High Level Meeting in March 2009. The project's main objective is to open a public debate on the current drugs problem in Latin America by reviewing the consequences of the "war on drugs" and searching for policies that are more efficient, safe and humane and enhance democratic institutions.
