The Catholic Commission for Justice and Peace (CCJP) works on developing a strategy for diverting minor offenders from the formal criminal justice system to an informal or primary system in the Lilongwe District of Malawi. CCJP holds stakeholder meetings at the district level to develop operational guidelines where diversion can be used.
