The International Bar Association's Human Rights Initiative (IBAHRI) will examine access to justice for criminal defendants by looking at the use of pre-trial detention in Brazil and the availability and effectiveness of community-based justice programs to alleviate pressure on the courts. A final report will provide an overview of the problem, including areas for possible legal reform.
