Justice Center for the Americas (CEJA) has identified several areas as particularly important for discouraging the overuse of pretrial detention in Latin America, such as: improving the use of oral hearings, developing mechanisms for the effective use and monitoring of alternatives to pretrial detention, and generating communications policies that allow justice system operators to respond to the media and the public from an institutional position. CEJA generates new data on best practices, develops tools for evaluating the use of protective measures, and builds local practices based on case studies.
