Civil Service Awards

The Civil Service Awards provide fellowships for master’s degree study, offering professional training and development to public sector employees engaged in policy analysis and implementation. The program is offered in Georgia and Moldova.

A modern, professional, and transparent public administration system is essential for furthering systematic and effective reforms in all sectors and effectively implementing a country's development agenda. This program is designed to meet the professional development needs of mid- to top-level staff of governmental ministries and agencies. The fellowship targets career civil servants who demonstrate both academic and professional excellence and the potential to become leaders, decision-makers, and agents of change in their home countries. 

Upon completing the degrees, grantees return to employment at a position determined by the home government for a commitment of three years.

Eligibility Criteria

For Georgia, the awards are open to employees of the two cooperating federal ministries and their associated agencies: The Ministry of Labor, Health and Social Affairs of Georgia; and The Ministry of Environmental Protection and Natural Resources of Georgia.

For Moldova, the awards are open to public sector employees and are intended to benefit the following federal entities and their associated agencies: Ministry of Education; Ministry of Labor, Social Protection, and Family; Ministry of the Economy; Ministry of Transportation; Ministry of Agriculture; Ministry of Foreign Affairs and European Integration; and The State Chancellery.
