Horace Chang’s responsibilities include managing the IT operations for OSI offices in New York, Baltimore, and Washington, D.C., as well as spin-off entities. He supervises a team providing users technical support and help-desk functions, network, and email support and administration, and telecommunication support and administration.
Chang joined OSI in 1996 as a network administrator, and soon thereafter was promoted to systems director. He has worked for the OSI Africa regional offices, revamping the OSIWA, OSISA, and OSIEA IT infrastructures and operations.
Chang has a BS in Electrical Engineering with concentration in Telecommunication and Digital Signal Processing from the City College of New York.
