Otis Rolley III is the executive director of Health Leads Baltimore and Washington, D.C. He has spent his career working toward advancing community development in the public, private, and nonprofit sectors. Rolley was a senior manager at the national public-sector management consultant firm Urban Policy Development. He also was the founding president of a regional nonprofit, the Central Maryland Transportation Alliance, dedicated to improving and expanding transit and transportation options for the people of Central Maryland. He has extensive public sector experience through leadership positions with three different mayors, including serving as chief of staff, city planning director, and first deputy housing commissioner.
Rolley graduated with honors from Rutgers College with a BA in political science and Africana studies. He went on to earn an MA in city planning with a concentration on housing and community economic development from the Massachusetts Institute of Technology.
