Thomas Cargiulo

Dr. Thomas Cargiulo is the program director for OSI-Baltimore’s Tackling Drug Addiction Initiative. A registered pharmacist and board-certified psychiatric pharmacist, Cargiulo has extensive knowledge about drug policy and the disease of addiction. He is a Clinical Associate Professor with the University of Maryland School of Pharmacy, and is a member on the National Institutes of Health’s Addictions Institutional Review Board (IRB). 

He was director of the Evelyn Jordan Treatment Program at the University of Maryland School of Medicine, director of the Bureau of Substance Abuse Services for the Howard County Health Department and, most recently, Director of the Maryland Department of Health and Mental Hygiene’s Alcohol and Drug Abuse Administration (ADAA). Under his leadership at the ADAA, the number of patients in publicly funded treatment programs increased more than 30 percent, despite numerous challenges, including budget cuts.
