On May 5, 2017, the two co-investigating judges at the Extraordinary Chambers in the Courts of Cambodia (ECCC) threatened to put a permanent stay on their investigations in the court’s three outstanding cases, citing supposed shortages in funding from its international donors and the Governments of Cambodia.

This briefing paper analyzes the proposal, and concludes it is a drastic, insufficiently supported, and unwarranted option that would profoundly damage the credibility and legacy of the ECCC, without a more complete and transparent exploration of the circumstances and alternatives.
