Antonio Vitorino is a highly respected political figure in Europe, deeply knowledgeable about migration, and a rigorous strategic thinker. He served as European commissioner for justice and home affairs (1999–2004), deputy prime minister and minister of defense of Portugal (1995–97), and as a member of the European Parliament (1994–95). He is a lawyer by profession and has been a partner at Cuatrecasas, Gonçalves Pereira since 2005. He also is president of the Notre Europe Jacques Delors Institute, which produces analyses and policy proposals on EU policy. As a representative of the European Commission, he took part in the conversations that drew up the EU Charter of Fundamental Rights and the Convention on the Future of Europe.
