This manual for human rights activists and lawyers seeks to develop their skills in drafting individual complaints to the United Nations Human Rights Committee or to the United Nations Committee against Torture, and in using litigation as one of the tools to combat torture, cruel, inhuman, or degrading treatment and punishment. 

It draws upon various case profiles, model structures, and sample filings of cases in which the expertise of the Open Society Justice Initiative was utilized. It includes templates for filing cases, plus model arguments supported by case examples.

It also presents general principles of drafting, short explanations and arguments on points of law, and explains how to structure a claim.

The Russian version of this manual is accompanied by an Appendix that contains admissibility instructions for Central Asian countries.
