Taking on Goliath: Civil Society's Leadership Role in Tobacco Control aims to increase awareness of civil society's crucial role in initiating and leading tobacco-control efforts and improving public health. It also seeks to draw attention to the obstacles faced by tobacco-control advocates, notably limited resources and strong opposition from the well-financed and influential tobacco industry.

The four case studies in this Open Society Foundations report (Kazakhstan, Moldova, Romania, and Ukraine) present just a few of the many and diverse examples of civil society leadership in tobacco control around the world. The organizations discussed and the countries in which they work are at various stages and are focusing on different short- and medium-term objectives. Yet similarities and shared experiences link these tobacco-control efforts, not only in the focus countries but in other countries around the world.
