Supported in part by OSI, this conference provided a forum to further discuss the "Access to Knowledge" treaty proposed in the World Intellectual Property Organization (WIPO) Development Agenda. The event was a follow-up to the February 2005 meeting in which over two dozen proposed elements of a treaty were presented and discussed. At the conference, participants examined the text of a consolidated draft treaty.

Attendees included consumer representatives, librarians, government experts, international and civil society organization members, and other stakeholders interested in or working on proposals for an Access to Knowledge treaty.

The workshop was organized by Transatlantic Consumer Dialogue (TACD) in cooperation with the Queen Mary Intellectual Property Research Institute (QMIPRI), with financial support from OSI, the Rockefeller Foundation, and the MacArthur Foundation.
