Building “Security”: The Lessons of Foreign Military Assistance to the Middle East, Afghanistan, and Mali

As the United States seeks to bolster security around the world by building military and police capacity, it often operates in environments where corruption and politicization are high. Efforts that fail to understand or take the integrity of recipient security institutions into account risk inflaming local grievances and undermining U.S. goals.

At this panel, Transparency International’s Defense and Security Program will launch its Government Defense Anti-Corruption Index for the Middle East and North Africa, which analyzes the corruption risk of defense establishments in the region, as well as share lessons learned from the U.S. and French train-and-equip program in Mali. Global Witness will assess the impact of corruption on security assistance to Afghanistan, and the Security Assistance Monitor will report on overall trends in U.S. assistance to highly corrupt governments.
