How do race, racism and discrimination shape Europe's response to drug-using offenders from minority populations?  

Academics, policy makers, and practitioners from across Europe will seek to answer this question by analyzing national-level cases from the region. Terry Williams, author of the book Crackhouse: Notes From the End of the Line  will provide insights from a U.S. perspective.
