Organized by the German Marshall Fund of the United States and the Open Society Institute–Brussels, this briefing features Igor Munteanu, executive director of the Institute for Development and Social Initiatives Viitorul, Moldova.

Igor Munteanu is cofounder and acting executive director of the Institute for Development and Social Initiatives Viitorul, an independent think tank based in Chisinau, Moldova. The institute brings together researchers, policymakers, and intellectuals concerned with transitional pathways towards a free market and open society. Munteanu has written and edited several books and articles on local and regional governance, foreign policy, and European Neighborhood Policy. He is currently a member of PASOS, a regional think tank network, and of the Advisory Board of the Black Sea Trust Fund, a project of the German Marshall Fund.
