Organized by the Open Society Institute–Brussels, together with the Local Government and Public Service Reform Initiative, this meeting will launch the report Missing Out: Civil Society and ENPI in Brussels.
The EU’s dedicated funding instrument for the neighbourhood is often regarded as a step up in assistance to the regions bordering the EU. An increased financial offer, together with the move from project-based funding to a focus on direct budget support to specific sectors, aim to provide governments with greater continuity and ownership, as well as prompting internal reforms. For nonstate actors (NSA) engaged in the reform process, the European Neighbourhood and Partnership Instrument (ENPI) has the potential to leverage change but needs broad participation in setting priorities and monitoring outcomes if it is to achieve its reform aims.
Based on comprehensive research studies by think-tanks in four Eastern Partnership countries, Azerbaijan, Georgia, Moldova and Ukraine, panelists will give their assessment of the effectiveness of ENPI so far from the perspective of local NSAs, specifically addressing recommendations for overcoming barriers to NSA involvement in ENPI programming and implementation.
Also focusing on the barriers identified in the reports to NSA involvement in ENPI programming, priority-setting, implementation and monitoring, the panelists will give detailed policy recommendations to the European Parliament, the European Commission, National Governments and Non-State Actors as to how such barriers can be removed with the aim of ensuring that the EU gets more "bang for its buck."
