Lithuania was the first country in the former Soviet Union to implement harm reduction programs. These programs have had a positive impact on the lives and health of people who use drugs, and have contributed to the modernization of Lithuania's health care system. This report documents how Lithuanian organizations successfully advocated for harm reduction policies.
