Popular support in Estonia for accession to the European Union has been among the lowest of the applicant states, despite intense government-driven information campaigns. Much has been written in Estonia about this ambivalence, which pollsters typically explain as a result public ignorance.  In this article, Merje Kuus explores Estonian reluctance to accede to the EU, reasons which range from possible threats to Estonian language and culture, to balancing relations with Russian speaking Estonians and maintaining sovereignty.
