Information and Communication Technologies as Human Rights Enablers

This article examines the common declaration of principles from the World Summit on the Information Society (WSIS) held in Geneva in December 2003. The focus is on how governments can encourage the information society and ICT and how that, in turn, contributes to the promotion of and respect for human rights in general.
