Meeting EU "Standards" for Accession?

This article asks and attempts to answer the question: what clear and coherent—let alone binding—standards of either human rights or minority protection are to be found in the European Union?

The author questions the idea that, while much has been said and written about the unfortunate omission of fundamental rights protection from original Community legislation, it can still be assumed that the accession countries must meet high human rights standards to join the Union.
