Reform Strategy for Education in Ukraine contains ten policy papers that analyze current problems and provide recommendations for policy interventions in the education sector. The document represents a joint effort by a wide range of education stakeholders including local and international experts, intergovernmental representatives, NGOs, bilaterals, and other donors.

This process began in 2001 when the International Renaissance Foundation, with help from OSI's Education Support Program, initiated a policy project aimed at building consensus on education reform priorities. The initial IRF/ESP partnership later embraced two other main partners, the UNDP and the Ministry of Education and Science, who brought along British Council, UNICEF, and others.
