Jobs for the Future prepared this policy paper for a conference, "Maryland's Low Wage Workers in the New Economy: Strategies for Opportunity and Advancement," which brought together leading policymakers, practitioners, employers, researchers, and advocates around the agenda of helping Maryland's low-income workers advance out of poverty and into jobs that provide family-supporting wages.

This report analyzes Maryland's current efforts to address the needs of the working poor, and it draws on national and local examples to present strategies that could be pursued to expand and enhance those efforts.
