Can the New European Constitution Remedy the EU "Democratic Deficit"?

Matej Avbelj is director of the Law Institute in Ljubljana, Slovenia. This paper provides a brief overview of the origins of claims of the EU’s "democratic deficit," analyzes the components of such deficit, namely its formal and social character, and asks to what extent the new European Constitution is capable of remedying it.
